    Check out these defensive rationalizations that appeared in “Canada Education” soon after the University of Laval study on the Reform was published. http://www.cea-ace.ca/education-canada/article/15-years-after-quebec-education-reform-critical-reflections I find the Reform to have been a regrettable and ill-planned experience. My comments specific to the science program appear at the bottom of the link I’ve provided..
